• Adds a "Submit Compatibility Report" action to the game list context menu.

• Automates the reporting process by pre-filling GitHub Issue Forms with the game name and Title ID.

• Implements a user warning dialog explaining that a GitHub account is required for submission.

• Added RefreshCompatibilityList to automatically fetch the latest compatibility data from the repository on startup.

• Updated LoadCompatibilityList to prioritize local JSON overrides in the configuration directory.
